Title III

Title III Program Information

Our Title III Program is dedicated to supporting the diverse needs of English learners (ELs), who are among the fastest-growing student populations in U.S. schools. Under federal law, we provide specialized language development instruction in reading, writing, speaking, and listening to students whose primary or home language is other than English.

At Tigard-Tualatin School District, we are committed to maximizing EL program services for approximately 20% of our total enrolled students. Our program is designed to empower students to actively achieve high academic levels in English, ensuring they meet the same challenging state academic content standards as their peers. We believe in creating inclusive, heterogeneous learning environments that accelerate English proficiency level progress while valuing cultural heritage and fostering cross-cultural skills.

Our educational goals for ELs encompass developing English proficiency across all language domains, fostering a sense of belonging within the school community, and preparing students to lead productive lives as citizens in our global society. We recognize the rich tapestry of linguistic and cultural assets that ELs and their families bring to our educational setting, and we are dedicated to building upon these assets to foster academic and interpersonal skills necessary for success.

With approximately 1,500 English learners actively enrolled, our highly trained English Language Development Specialists work in each of our schools to provide tailored instruction and services. Additionally, our Bilingual Instructional Assistants collaborate closely with school staff to support students and families with communication needs, ensuring equitable access to the many programs and opportunities available in our schools.
