Oregon State Seal of Biliteracy & Multiliteracy
The Oregon State Seal of Biliteracy (OSSB) and the Oregon State Seal of Multiliteracy (OSSM) are state-sponsored recognitions that honor student proficiency in two or more languages. These awards celebrate the achievements of multilingual students across Oregon, acknowledge the valuable linguistic and cultural assets they bring to our schools and communities, and encourage the study and preservation of world and heritage languages.
At Tigard-Tualatin School District, we are deeply committed to supporting all students in their journey toward earning the OSSB or OSSM. We believe that multilingualism is a powerful asset and are proud to recognize the dedication and skill it takes to achieve this distinction.
Eligibility Requirements
To be eligible for the OSSB or OSSM, students must meet both of the following criteria:
A. Completion of all state and district high school graduation requirements.
B. Demonstration of Intermediate High proficiency or higher, according to the ACTFL Proficiency Guidelines, in all required domains (reading, writing, listening, and speaking) for two or more languages.

English is commonly one of the languages used to meet the criteria but is not required.

The Seal of Biliteracy (OSSB) is awarded for proficiency in exactly two languages.

The Seal of Multiliteracy (OSSM) is awarded for proficiency in three or more languages.

Students do not receive multiple seals; instead, additional languages are noted on the OSSM if more than two languages meet the required criteria.
Ways to Earn the Seal at TTSD
Students at TTSD may qualify for the OSSB/M using the following approved assessments:
World Languages (11th and/or 12th grade)

STAMP (Standards-based Measurement of Proficiency)

ALTA Language Services

International Baccalaureate (IB) Language Exams

Advanced Placement (AP) Language Exams
English (11th and/or 12th grade)

OSAS ELA (Reading and Writing domains only)

ELPA21 (for English Learners)

STAMP for English
-
ACT (Reading and Writing domains only)
Important: All qualifying scores must be achieved during the student's high school years (grades 9–12).
