The Three Ways to Transfer In or Out of Resident District
- Inter-District Transfer Agreement: By written consent of the affected school boards. The student becomes a “resident pupil” of the attending district thereby allowing the attending district to receive State School Fund moneys;
- Tuition Paying Student: By unilaterally admitting with tuition a nonresident student whereby neither district is eligible for State School Fund moneys;
- Court Placement: If a juvenile court determines it is in the student’s best interest, a student placed in a substitute care program outside the district will continue to be considered a resident student and allowed to attend the school the student attended prior to placement. The public agency placing the student in a substitute care program will be responsible for the transportation of the student, if public agency funds are available.
Inter-District Transfer Agreements
Transfers between TTSD and another school district (i.e. Beaverton, Sherwood, West Linn-Wilsonville). Process details include:

A student may transfer between districts if the student receives consent to transfer from both the district of residence and the requested district.

Transfer applications must be completed for both the resident and non-resident district.

If the student moves out of TTSD during the summer or mid-year, the student may remain enrolled in TTSD until the end of the current school year.

Upon approval to attend a TTSD school, please reach out to the school you are requesting to attend to begin the enrollment process.

Failure to enroll and/or connect with the approved school within 10 days of receiving an approval letter from TTSD will result in the Student Transfer Agreement to be revoked and student will need to reapply.
Other Important Information

Transfers are not applicable for students who move out of Oregon.

Students must continue attending “home school” while a transfer request is pending.

Open requests will only be considered pending for 45 days. All paperwork and approvals necessary to attend the requested school/district must be submitted to TTSD within this timeframe. If requests do not meet these requirements, the request will be withdrawn and the student will need to reapply.

Transfer requests for non-resident students to attend TTSD will be reviewed and approved based on the following priorities in the order listed:

Non-resident students already attending TTSD (mid-year or summer move within the last 12 months)

Siblings of non-resident students currently enrolled in TTSD

Families who present an approved Hardship ODE Rule: 581-021-0019

Non-resident students who have been released from their resident district and based on TTSD/specified school capacity
The following schools are closed to incoming transfers :
Metzger Elementary English only
2025-26 Application to Attend ttsd
2026-27 application to attend ttsd
Continuing Incoming Students and Siblings: If a student is currently attending TTSD on an approved transfer from another district, continuation will be approved if the student (and siblings) meets the expectations listed in the Terms of Acceptance.

Requests to be Released
Inter-District Transfer requests for resident students to attend another district school will be reviewed and approved based on the following priorities or Hardship criteria.

All senior students currently enrolled at a non-resident school (mid-year or summer move within the last 12 months)
-
Resident students who are currently enrolled at a non-resident district (mid-year or summer move within the last 12 months) to attend for only for the remainder of the current school year
-
Sibling(s) of students who are currently enrolled in a non-resident district on a release
Complete the Priorities Release Request below if you meet one or more of the criteria above
2026-27 Hardship Release Guidance
To be released from TTSD for the 2026-27 school year, families must meet one or more of the Hardship criteria OAR 581-021-0019(1)(c).. If you meet the criteria, please contact Emma Gomes to confirm your qualifications 503-431-4003. If you do not meet hardship criteria, you must enroll into your boundary school, or pay tuition at the non-resident school.
Hardship is Defined as:
- The student is impacted by a parent or guardian’s military deployment
- The student is experiencing instability related to homelessness or foster care placement
- The student has a documented medical condition that necessitates transfer
- Death of a student’s parent
- The student does not have access to safe and affordable childcare in the resident district/boundary
- The student is involved in a documented case of severe harassment, intimidation, bullying, or cyberbullying
A hardship is NOT a preference for an academic program or activities offered at another school or district.
Terms of Acceptance
Terms of Acceptance:
All transfers are contingent upon meeting behavior and attendance expectations. Failure to meet these expectations will result in the Transfer Agreement being revoked and the student returning to their resident school.
Expectations for elementary:

On-time and full-day attendance of 92% or greater;
-
Student will comply with the district’s policies, administrative regulations, school, and classroom rules;
-
Maintain record of positive behavior with no more than one documented incident that:
-
Violates district or school policies and rules;
-
Threatens the safety of others or self;
-
Causes significant disruption to the learning environment
-
Expectations for secondary:
-
On-time and full-day attendance of 92% or greater;
-
Student will comply with the district’s policies, administrative regulations, school, and classroom rules.

Maintain record of positive behavior with no more than one documented incident that:
-
Violates district or school policies and rules;
-
Threatens the safety of others or self;
-
Causes significant disruption to the learning environment
-

No more than one suspension per academic year, no suspension of, or greater than, five days;
-
No expulsion
