General Information
Reopening Winter 2021
How do I communicate with the school?
Our preferred method for families to communicate with the school staff is through email or by phone (as opposed to dropping in). Families that drop in will find that intercoms have been installed inside all of our entry vestibules, allowing arriving families to communicate with office staff.
What are the guidelines for visitors and volunteers?
At this time we are limiting the number of non-staff adults in the building; existing partners that directly support student learning and well-being will continue to work within our schools. Parent volunteers, guests, and visitors are not permitted in the schools at this time.
Why is TTSD bringing back PK/K/1 students first, and what is the target date for return?
A: Our state agencies have emphasized that the youngest learners are most in need of in-person instruction and also least likely to spread COVID-19. Their target return date will be mid-end March.
Is there going to be a change to the school year calendar?
Spring break and the last day of school will remain the same.
What will arrival and dismissal look like for students?
Arrival and dismissal procedures will vary at every school building layout. Individual schools will provide a detailed outline for these important procedures before in-person instruction begins.
What supplies will my student need for in-person learning, and how will sharing of supplies be handled?
Supply lists will be shared by teachers once class rosters are announced, and classroom supplies will not be shared between students. Families that need assistance with supplies should contact their school’s main office. Classroom activities will be designed to avoid sharing textbooks and materials. Classroom items that do need to be shared will be sanitized after each use.

When will we be able to go back to school and have in-class, face-to-face instruction?
Per the metrics released by state health officials and the Governor's guidance, for the school district to offer onsite instruction, the COVID-19 metrics must be as follows for a consecutive three week period: Washington County Rate of Infection must be equal or less than 10 cases per 100,000 and the County Test Positivity must be equal or less than 5 % for seven consecutive days.
Will K-3rd graders be able to go back into the classroom:
Not during the first nine weeks of the school year. Oregon Health Authority is working on providing further clarity regarding exceptions for K-3 where districts can consider bring the primary grades back into schools. We will continue to update this information.
Once we are back in school what are the metrics that will cause us to go back into home online instruction?
When the Washington County Case Rate of Infection is equal or greater than 30 cases per 100,000 and the Test Positivity is equal or greater to 10% for seven consecutive days.
TTSD operates in both Washington and Clackamas County, but staff come from other counties like Multnomah and Marion. How does all that factor into the opening and closing decisions?
If school districts operate in multiple counties and/or have 20-25% or more staff/teachers that live in other counties, the metrics for all counties must be considered when determining the ability to provide instruction in school or online.
Are we revising the current approved 2020-21 calendar or are we going year-round now?
We have revised the 2020-2021 School Year Calendar. The first day of school for students will be Monday, September 14. The last day for students will be Wednesday, June 16.
Will TTSD be providing more childcare options for parents and staff?
TTSD currently partners with YMCA, Kids Campus, Club K, and Juntos to provide daycare at our 10 elementary schools. Please check with your school on availability. We are also working collaboratively with Hillsboro and Beaverton School Districts as well as with our city partners -- Tualatin and Tigard -- to organize childcare for staff and essential workers. If our providers have additional space, we will open spots up for parents based on need. We are waiting for the Governor to release CARES dollars earmarked for childcare to move this plan forward.

Are breakfast and lunch available for students?
Yes, breakfast and lunch will be free and available to all students, but food that is provided will be eaten at home, not at school, in order to preserve instructional time.
How will breakfast and lunch work for AM cohort students?
When AM cohort students leave school, they will pick up a lunch they can eat that day when they arrive home, along with a “grab and go” breakfast item for the following day. Meals are available on Wednesdays for pick-up on the

How does meal service work?
TTSD is providing breakfast and lunch to all children ages 1-18 years of age. There is no need to sign up. There is no cost to our families at this time. Bus routes are available for those who would like to walk to a bus stop for their meals. If a school is closer than a bus stop, feel free to pick up a meal at that school. Your child does not need to attend that particular school to pick up a meal. We do not need any information from you other than the name of the school that your children attend.
How do I sign up for meal delivery?
There is no need to sign up
Where can I go to get a meal?
Meals are being delivered to designated bus routes. Please visit https://www.ttsdschools.org/site/Default.aspx?PageID=9853 to find the bus stop and times. Each route will run twice a day to accommodate all lunch schedules. Buses can only stop at these locations and times.
Parents and students can also pick up Grab and Go Meal 11:00 AM to 3:00 PM at:
- Fowler Middle School
- Hazelbrook Middle School
- Tigard High School
- Tualatin High School
- Templeton Elementary
Meals will also be available at each elementary school from 2-3 pm Monday to Friday. Buses will be parked in the parking lot.
Who can get a meal?
All children ages 1-18 years old qualify for free meals.
How much does it cost?
Breakfast and lunch Grab and Go meals are free to all children ages 1-18 years old.
What do I look for?
Regular yellow school buses will be making the meal deliveries. A bus driver and Nutrition Services staff member will be handing out meals. The buses will stop at the bus stops and times listed at this link: https://www.ttsdschools.org/site/Default.aspx?PageID=9853
On the bus route list what do the two addresses mean?
Two addresses refer to the cross streets.
What is the survey for?
The survey will help us determine need/want of the community. This will also help us ensure that we make enough food.
Is it drive up only at the schools or can we walk in to pick up food?
Nutrition Services staff members have tables set up on the curb in front of Templeton, Fowler, Hazelbrook, Tigard HS and Tualatin HS from 11-3pm. Buses will be parked in the parking lot of each elementary school from 2-3pm.
What if I miss the bus?
Buses will be running their route twice. Please see the bus route schedule .
If none of these bus stops or times work for you please stop by one of the schools for your meals
We don’t want meal service. How do we cancel?
Meals are available to those who would like to pick up meals and there is no obligation to participate.
Do I still need to apply for the Free & Reduced Meal Program if meals are free?
Yes, all eligible families need to apply for the 2020-2021 school year meal program.
How do I know if I am eligible for free and reduced meals?
The Free and Reduced application site includes an income guideline.
I was at the bus stop at the designated time but there was no bus, what should I do?
If a bus is not there, it is likely running a few minutes behind schedule. Please allow at least 10 minutes. If a bus still has not arrived, call 503 431 4044 and they will be able to assist.

What are social distancing expectations?
Six foot distancing between occupants at all times where possible
How will classrooms be set up to accommodate social distancing?
Classrooms will be set up to accommodate 35sq ft per student. Desks will be set up and locations marked to achieve distancing, and maximum occupant notices will be posted in common areas
Will masks and/or gloves be made available?
We ask that students bring their own masks to school, but disposable masks will be available in offices for staff and students if masks are forgotten. Non-latex gloves will be available for use at all health rooms, isolation rooms, and care stations
Will TTSD schools have desktop barriers for student desks and/or plexiglass?
Yes, each school will have the following set-up for classrooms and offices:
- Clear plastic, tri-fold desktop barriers will be placed on each student desk
- Plexiglass sneeze guards will be installed at all transaction counters in offices
- Plexiglass dividers in office areas between occupants unable to maintain 6 ft distancing
What are the expectations for handwashing and hand sanitizing?
Students will be taught effective hand washing techniques on the first day of school and will be encouraged to wash and/or sanitize their hands regularly. Many of our classrooms have sinks and will have hand soap and touchless paper towel dispensers available, and all classrooms will have hand sanitizer dispensers. Additionally, sanitizer dispensers will be located at all entrances, common areas, offices, and strategically throughout the facilities.
What Cleaning routines have been established for schools?
All Schools will engage in the following cleaning protocols daily:
- Electrostatic disinfectant equipment will be utilized at each facility. This equipment will allow custodial staff to rapidly disinfect areas of the building with full coverage of all surfaces.
- All frequent touchpoints and surfaces will be sanitized regularly.
- Disinfectant spray will be available in every classroom
- Furniture in classrooms and other areas (i.e., staff rooms, libraries) will be arranged to comply with physical distancing requirements as much as possible.
- Restrooms will be cleaned and disinfected throughout the day, including between AM/PM cohorts of students arriving at school.
What is the plan for ventilation in TTSD Schools?
The following are the air ventilation procedures in practice now in each of our schools and classrooms:
- Building HVAC systems will operate at least 2 hours before and after occupancy each day to flush the building.
- Building automation systems have been modified to bring in higher volumes of fresh outside air into occupied spaces. Building exhaust systems have also been programmed to increase exhaust and maintain constant exhaust.
- Filter change frequency in HVAC equipment has been increased.
- Stand-alone HEPA filtration units have been installed in all of our health and isolation rooms.
What types of signage will be present in schools?
All schools will have the following signage:
- Entrances: multilingual OHA approved signage, social distancing reminders, and distance markings in vestibules. Signage restricting access to main building areas “staff and students beyond this point only”
- Corridors: Directional markers in our corridors separating directions, and “keep your distance” reminders placed in hallways.
- Classrooms: hand washing and sanitizing reminders, desk markings, social distancing reminders
- Common areas: Spacing dots or X’s in waiting or queuing areas
What protocols are in place in the event that a quarantine situation arises?
If a student or teacher exposes an entire cohort to COVID, the entire cohort will quarantine for 14 days and switch to online learning. If a teacher needs to quarantine, their classes will switch to online learning. If an individual student needs to quarantine for an extended period of time, they will learn online for that time
What happens if students begin to show signs of illness while at school?
Any individual who begins to feel that they are unwell, or if they demonstrate signs of illness, will be referred to the school office for a more in-depth screening. Thermometers are available for any individual who requests or requires a temperature screening. Individuals demonstrating COVID-19 symptoms such as a fever of 100.4 or greater, headache, GI upset/diarrhea/vomiting, cough, shortness of breath, chills, fatigue, lethargy, sudden loss of taste/smell, or sore throat will be sent home. Families should ensure that schools have updated contact information on file so office staff can reach you. Also, it's very important that families have a plan in place for days when your child cannot come to school due to illness.
How will students be monitored for symptoms of illness?
Signs of illness screening for students needs to begin with a home-symptom screening that we ask families to conduct each morning prior to students leaving for school. Detailed information about the home-screening expectations can be found here. The following protocols will also be in place for screening students:
- For students arriving by bus, a visual screening of student signs of illness by bus driver prior to entering the bus
- Visual screening of student signs of illness by school staff as students enter the building
- Visual screening of student signs of illness by teachers or other school staff during attendance in the classroom

Will Staff be required to wear a mask?
Staff and students grades K-12 will be required to wear masks per the Governor’s directive ODE Face Covering Requirements. Face shields will be available for those staff that prefers that option.Will students be required to wear a mask?
Students grades K-12 will be required to wear masks per the Governor’s directive ODE Face Covering Requirements. Students are encouraged to bring masks from home. Schools will have non-surgical masks available for students who need them.
Will the district be providing masks and/or face shields for staff and students and if so what kind?
Yes. TTSD will be providing non-surgical 3 ply masks for staff. We also have a limited supply of cloth masks that are available if preferred. We have found that mask preferences vary greatly between staff and will have limited options available. Staff are welcomed and encouraged to bring a mask they are currently using from home as that may be more comfortable.
Some KN95 masks will be available for staff and face shields as well
What PPE will special education staff be provided? Aprons, gloves, shields, plexiglass barriers, etc.?
PPE will be provided to meet the needs of our special education staff including plexiglass barriers where needed. Please make sure you are checking in with your supervisor with your requests.
If there is a confirmed positive COVID-19 case, what is the protocol? For staff? For students?
When a person tests positive for COVID, everyone in their cohort will be notifiied immediately. TTSD will follow the "Workplace Toolkit" guidance provided by Washington County Health. Workplace COVID-19 Response Toolkit
Whose job will it be to disinfect computers and mice that are used? Is that a teacher or adult doing it...or the kids themselves?
Students have 1:1 personal devices provided by TTSD (thanks to the 2017 Bond) that are not and should not be shared. For computer labs for elective classes, keyboards and mice will be disinfected between use by staff.
Will the school & classroom libraries be available (shared books)?
No, shared library books will not be available, although many online resources including novels and texts will be available. Likewise, classrooms will not have shared texts nor communal supplies such as crayons and scissors.
Do schools follow Governor Brown’s guidance or ODE guidance? … and what if they are different?
TTSD is planning based on the Ready Schools, Safe Learners guidance from Oregon Department of Education (ODE)
How many students fit in a room with 35 sq ft per student?
A classroom of 700 square feet could accommodate approximately 20 students depending on built-ins. A 900 square feet classroom would accommodate 25 students before we account for built-ins. The majority of our classrooms range from 800 to 1000 square feet or larger for specialized spaces.
How do we keep kids separate in the bathroom?
Principals will develop student protocols for daily routines in each school such as restroom use, hand washing, etc.
Will we be adding additional custodial staff?
Yes. We currently have several positions posted on our website and will assure that our facilities are sanitized and safe for staff and students.
Will the district be purchasing desks or different furniture to accommodate social distancing requirements?
We are anticipating a reduced number of students in each cohort/classroom and will assess the need for additional furniture on a case by case basis. Each classroom will be set up to ensure 35 sq ft distancing between students.
For items brought into schools by staff that cannot be sanitized, what options are there to remove it?
Staff will need to remove the furniture and items they brought from home if they cannot be sanitized. This includes couches, throw rugs, stuffed animals, cushions, pillows, curtains, etc.
Will the school provide storage for district-owned things that I need to remove from my classroom?
Yes, district-owned items that need to be removed will be stored on-site at the school or the district office depending on where space is available.
Is there summer maintenance on the HVAC system in each school?
Yes, the HVAC team is in the process of inspecting every unit district-wide to ensure they are operating properly.
Are we updating or adding enhancements to our current HVAC system?
We are investigating several potential upgrades to the existing HVAC equipment. All units will have the minimum outside air intake increased to maximize the amount of air exchanges. The system will be operated for a minimum of 2 hours prior to and after occupancy and potentially 24/7 depending on the equipment capacity to ensure as many air changes as possible.
What if I work in a space with no outside windows that open?
These types of spaces have HVAC in them and would be tied into the building system.
And how is distancing going to be enforced on playgrounds? It seems unrealistic.
Students will be taught expectations, including physical distancing, and those expectations will be reinforced often. When a student forgets they will receive a reminder. We will not be punishing students for not remembering to follow physical distancing rules.
Are there any unique plans for immune-compromised students?
The district will follow all ADA/504 requirements. The District nurses and school counselors will work directly with families who have a student who has a health condition to ensure the health plan is modified or adapted to meet the student's needs.

Instruction

How are the appropriate number of instructional hours being met?
Students will be learning at home online or on paper during the half of the day they are not at school with their teacher. Between the live instruction online or in-person along with independent (asynchronous) learning, students will meet the state requirements for instructional time
How will Special Education Services (504s and IEPs) change?
Services will continue, though the format may vary depending on the student’s individualized plan the learning option that they choose. Students in the hybrid model may receive some Special Education services online during the half of the day that they are home
How will students be placed in cohorts?
Balancing cohorts will be prioritized, but generally, students with last names A-L will be in the morning cohort and M-Z in the afternoon cohort. Siblings will be placed in the same (AM/PM) cohort, even those with different last names. Families will not be able to request specific cohorts, as we are unable to accommodate requests.
Who do I contact to request a hardship exemption regarding cohorts?
Hardship exemptions, for things such as transportation and childcare, will be considered, however, we will not be able to accommodate every request. If you have a hardship request, please reach out to your building principal.
Will my student have the same teacher when some students opt for the Hybrid Model?
Teacher assignments will be based on the learning option chosen (hybrid or 100% online), and therefore families need to make a choice prior to knowing which teachers they will be assigned. Placement cannot be determined based on teacher preference. As a general rule, we will attempt to maintain teacher consistency whenever possible.
Will there be a change to how curriculum is delivered?
Teachers will continue to use Canvas and online learning tools to support in-person learning and learning on Wednesdays, in addition to some printed materials.
What can families expect regarding class sizes?
A: In-person hybrid cohorts will be approximately half the size of the whole class, while online classes will follow the same guidance regarding class size that we currently use.

Who in the district has helped create the Reentry Plan?
Teams of teachers, principals, counselors, staff and administrators have been working together in three groups -- Elementary, Middle, and High School.
What are the educational options for my student?
TTSD is providing two educational options for the 2020-2021 school year. Option 1 will be a Hybrid model where groups or classes of students will work with teachers weekly as the district transitions between in building and online instruction. Option 2 will be 100% comprehensive distance learning - Teacher-paced, with self-paced opportunities.
If we choose Option 1 Hybrid or Option 2 100% online, will the student be required to stay in that model all year?
Students will stay in their chosen model for the first semester (18 weeks). At that time, a family or student will have the option to transition out of their chosen model.
Can I request to change my student's cohort assignment?
Due to staffing and class size planning, we will not be granting requests to change cohort assignments unless there is a demonstrated hardship for the student/family.
What would be considered a hardship when requesting a change to my students' cohort?
An example of hardship is where students within the same family live in multiple households and have different last names.
What will not be considered a hardship request for changing my students' cohort?
Examples of requests to change cohorts that will not be considered include family work schedules; paring with friends or neighbors; aligning schedules with learning pod members; or teacher requests.
If I meet the hardship consideration above, who do I reach out to?
Please send an email or call your building administrator.
Where is my child going to learn?
For the first 9 weeks, learning will take place at home for all students. When state Metrics for Reopening indicates we can go back into schools, students who have selected the Hybrid instruction model (Option 1) will learn at home and at school on their assigned days. Students selecting Option 2: 100% Online will continue to learn online for the remainder of the 2020-2021 school year.
Who is teaching my child?
For Hybrid model, students will be taught by their neighborhood school teachers. For students in 100% online model will be taught by TTSD teachers.
How much instructional time will my child have?
Approximately 6 hours per day (This is not all screen time)
Who will be in my child's class?
For Hybrid instruction, students will interact with neighborhood school peers. Students in 100% online will interact with online peers.
What school will my child enroll in?
Students will enroll in their neighborhood school
Who will be my child's guidance counselor?
Counselor/s from your student's neighborhood School will be available for your student.
What platform will teachers, students, and parents use?
The platform TTSD will use for online learning is “Canvas.” Canvas is a one-stop shop for students and families to access content & assignments - replacing SeeSaw/Google Classroom.
How will TTSD ensure consistency of instruction across schools and teachers?
The recommendation to the TTSD school board will be that all teachers will use Florida Virtual School** (third party online curriculum provider), in addition to existing TTSD adopted curriculum, to ensure consistency between classrooms and schools.
Will my child have access to International Baccalaureate (IB) and Two-Way Immersion (TWI)Programs?
Yes. Both IB and TWI will be offered in each instruction model.
What electives will be offered?
Most electives will be available. Students will have access to performing arts classes at neighborhood schools
Will extra-curricular activities be available?
Yes, extra-curricular activities will be available virtually through your neighborhood school(s).
Will there be final grades?
Yes. Standards based for K-5, A-F letter grades (6-12), with TTSD final report card & regular reporting periods.
Will attendance be taken?
Yes. Daily attendance is required.
Will my child have a set schedule whether they're at home or in person?
Yes, a daily schedule will be offered in both models Monday-Friday.
What if my child cannot attend during typical school hours?
Live sessions will be recorded. Online (Florida Virtual/TTSD) curriculum will allow for continuous access at any time.
How can I contact my teacher?
Parents/Guardians can coordinate video meetings, schedule time with teachers during office hours, reach out via email, phone, or “Remind." Remind is a multi-lingual, two-way communication tool teachers use to connect with students and families (email, phone, text, app - based on user preference)
How will Talented and Gifted (TAG) services be provided?
TAG coordinators will continue identification, eligibility and assessments for students. They will also provide supplemental lessons and continue to work closely with classroom teachers to develop plans within the classroom content.
How will English Language Development (ELD) services be provided?
Classroom teachers will provide language support for Emerging Bilingual students through the existing curriculum. Additionally, ELD teachers will connect through classes to provide additional language support for classroom content.
How will Special Education (SPED) Services be provided?
Learning Specialists will work with families to implement IEP plans that meet the unique needs of individual students in the hybrid or 100% online environments. Most of our specialized services, including Speech, OT & PT, will be provided using Google Meet.
What happens if I missed the deadline to select Hybrid or 100% Online?
Our staffing plans for fall and teacher assignments for Hybrid or 100% online are currently being finalized. Students who did not select an option by the August 13 deadline have been placed in the Hybrid model.
What if a student who starts in Hybrid Model chooses to stay home once schools reopen? Will they be able to stay with the teacher and class they started with remotely?
Students will stay with their selected model for the first semester (18 weeks). At the end of the semester, if a family would like to change their selection option, their request will be considered.
For both Hybrid and Online, will the teacher being teaching live?
Yes. In both models, students will have similar schedules with live teacher interaction as well as times when students will are working independently.
What if I want a self-paced model?
Students in the 100% model who would like self-pace, they can work with their teachers to set up weekly teacher check-ins and progress monitoring.
How much interaction will there be with the teacher in the 100% Online Model vs Hybrid?
Students will have similar interaction with teachers in both models. Students will work with a teacher and experience both live instruction and self-guided instruction. Students will also be able to ask for additional teacher support if needed.
Will printed resources be available for my student?
Both models will provide access to printed materials. Curriculum will be offered both via iPad or Chromebook and in print.
Will K-3 graders have the option for in-person instruction earlier than older students?
Per state guidance, an exception to meeting state and country metrics for in-person instruction is made for K-3 grade. The exception includes the following conditions: No confirmed cases of COVID-19 in staff or students for past 14 days; the case rate in the county is less than 30 cases per 100,000 in the preceding 7 days for the past three weeks; a county test positivity rate of less that 5% in the preceding 7 days for the past 3 weeks.
How many students will be in a 100% online class?
We are working to create virtual class sizes similar to typical class sizes
If I choose 100% online will my student have a teacher from their neighborhood school?
We will do our best to place online students with teachers from their neighborhood school. It will depend on the availability of teachers and the number of students who sign up for each model.
Will small group instruction exist in Hybrid and 100% online?
Yes. Google Meets is upgrading and we’ll be able to have “breakout” rooms. For Hybrid when students are able to be in the classroom, we will follow public health and safety protocols but know that small group instruction is an effective model.
Will all live instruction be recorded?
Yes. Students can access live instruction at any time of day.
Can my school help me organize a "learning pod?"
Not at this time. Parent groups may organize and manage pods using approved student directories.

Technology
Do you have hot spots you’ll be sending home with students without wifi? Or are you planning to give students at school time to use wifi?
We provided hotspots to all families who were identified as needing access to WiFi last spring. We will continue to provide hotspots for students needing this resource. Please contact your school.
Will students be able to check out hotspots if they do not have Internet and will they have more data capacity than Spring?
Yes, we have hotspots available for families/students to “checkout” and are increasing the data capacity from 500GB/day to unlimited.
What support will be available for families who need help with technology so they can be partners in comprehensive distance learning?
TTSD's technology team is ready to help. Staff and resources available include our Title III administrators ELD Admn, Technology Help Desk for Parents and Students, Parent Technology Virtual Training, and a Parent/Student Technology Help website
Will Elementary students be given chrome books instead of iPads?
No, grades K-8 will work with iPads. Grades 9-12 will have Chromebooks.

Reopening Winter 2021
My student will need to ride the bus. How do they sign up?
When families log into their ParentVue account to select Hybrid or 100% online, there will also be the option to identify Transportation Mode.
What safety measures are there for students that will be riding the bus?
The following protocols will be in place for each of our bus riders:
- Students waiting at the bus stop should have their face coverings on, and maintain 6 feet of distance from classmates
- Hand sanitizer will be available to students as they step on the bus
- The driver will conduct a visual symptom screening as students enter the bus, and help students get seated while maintaining appropriate distancing
- When the bus arrives at school, school staff will help direct students into the appropriate building entrance
